ndkprod-c20

To build the ndkprod tree:

1. update version.txt. for example, change 6.20.00.00 to 6.20.00.01 (should be automatic if using gentree)

2. edit import.mak to use new (if any) import trees

3. If needed update src/doc/config.bld.default file 
   This contains cgtools and platform information.

4. This tree should be built using a Linux machine only 

5. SM-MAKE .clean .all-files > & Make.log &

6. edit README and run the reltree command

updated release notes with bugs fixed.

bugs fixed:
SDOCM00100422 - add IPv6 Multicast socket support into NDK
    this bug was previously thought to be fixed, however it was found during
    further tests that the send side of the Mcast sockets were not working.
    latest ndk tree has that implemented.
